There are 3 ways to get to Devil's Tower from Sturgis:

West on the I-90 then head north at Sundance

West From Belle Fourche

(These 2 ways meet up before Devils Tower)

West to Alzada Montana and then south.

Check a Wyoming map for exact road numbers.

I found the answer, see the message below from the website. It looks like a gravel road for a few miles on 14 between Sundance and Hulet. It won't be paved by rally time.

It wasn't that bad on a Sunday in June... but it was still 2 lanes then. I'm guessing the backup will be more than the estimated 15 minutes during the rally weeks.
